Jill Cetina, CFA
Former VP in Banking Supervision at the Federal Reserve Bank of Dallas
Executive Professor and Associate Director of Commercial Banking Program at The Texas A&M University Mays Business School
Jill is the former Associate Managing Director for U.S. Banks and Government-Sponsored Enterprises at Moody’s Investors Service. At the Federal Reserve Bank of Dallas, Jill was a Vice President of Supervision with leadership of six teams with responsibility for banking supervision, macro-financial analysis and monitoring financial conditions/monetary policy formulation.
Her tenure at Moody’s, the Dallas Fed, and the Office of Financial Research (OFR) reflects a commitment to using research and analytics to develop innovative financial insights. Jill’s other professional experiences include Treasury debt management, issuing US Treasuries, banking regulation in the economics department at the OCC, working on Fed credit facilities during the 2008-09 financial crisis at the Federal Reserve Board, and academic research at the OFR.
With academic publications and a CFA, Jill serves as the Associate Director of the Commercial Banking Program and an Executive Professor of Finance at the Mays Business School at Texas A&M.
Jill instructs students how to analyze the ever-evolving landscape of global financial services with an emphasis on banks, fixed income markets and macrofinance. Jill is also a mother of two children and a board member and chair of the audit committee of the St. Baldrick’s Foundation, a US non-profit which has funded over $350 million in pediatric cancer research since its inception.
Jill is a 2024-2026 research and policy scholar with the Conference of State Banking Supervisors (CSBS); a North America Chapter director, monthly columnist and a member of the international Certificate of Bank Treasury Risk Management faculty; and one of 25 members nationally of American Banker’s 2024 ThinkTank group of thought leaders and recurring opinion page contributors.
Professor Cetina is a frequent keynote speaker and panelist at regional and US banking industry events including events with PwC/Institute for International Finance in NY, the Houston Chapter of the Risk Management Association, American Bankers Association in DC, the Office of Financial Research/Cleveland Fed financial stability conference, Conference of State Banking Supervisors, Moody’s Analytics Annual Banking Summit, and Empyrean Asset Liability Management Solutions Annual Conference. She regularly speaks at banking industry webinars, including for the SAS Institute, Risk Management Association, and Certificate of Bank Treasury Risk Management.

Stephen Quinn, Ph.D.

Dr. Quinn is a Professor of Economics at Texas Christian University, where he has taught since 1995 and previously served as department chair. His research focuses on monetary and financial history, particularly the Bank of Amsterdam and the evolution of central banking, with publications in leading journals such as the Journal of Economic History and Journal of Monetary Economics. He has held visiting appointments at the Bank of England and the Federal Reserve System and received multiple awards for his scholarship and teaching.

Derrick Dagnan

Fort Worth Employees' Retirement Fund
Derrick joined the Fort Worth Employees’ Retirement Fund as chief investment officer in 2020. He provides oversight for the management and strategic growth of the Fund’s $3.0 billion in assets, working closely with the Fund’s executive director, the Board and its Investment Committee as well as Fund staff.
Immediately prior to joining the Fund, Derrick served as deputy chief investment officer of the Tennessee Treasury Department, where he helped design, oversee, and execute the investment and operational aspects of the Tennessee Consolidated Retirement System (TCRS) defined benefit plan, 401K, 457, and 403(b) defined contribution plans, higher education employee retirement plans, the TN Promise College Savings Program, the TN STARS 529 Plan, and other investment and endowment programs for State, University, and Local Governments.
Earlier, as a senior portfolio manager, he managed internal equity portfolios, an alternative fixed income portfolio, and various domestic and international multi-asset portfolios. In his early financial career, Derrick worked at investment banks as a sell-side equity research analyst focused on the healthcare industry and held various securities licenses. Dagnan received his bachelor’s degree in agricultural engineering from Purdue University in 1997 and his M.B.A. in finance and strategy from Vanderbilt University in 2003. He is a C.F.A. Charterholder.

Gilbert Little is a private banker with over 30 years of experience in the financial industry, joining Southside Bank as a senior vice president in the North Texas Region in 2018. Previously, he was a private banker for BBVA Compass and a sports marketing agent for PGA Tour golfer Hal Sutton. Little was also a founding partner in the development of Boot Ranch and was involved in the creation of the Hal Sutton Foundation, which led to the establishment of Sutton Children's Hospital in Louisiana.

Dr. Andrea Sasha Ortiz is an international award-winning clinical psychologist, author, TED speaker, and the reigning Miss World International 2024. She specializes in trauma recovery, PTSD, depression, and anxiety, serving veterans, women, and children through evidence-based clinical practice.
She holds degrees from Spelman College, Columbia University, and the University of North Texas, along with an honorary doctorate in Judaic Theology. Dr. Ortiz is also the Chief Beauty Officer of Golden Goddess Beauty Corporation, a global beauty brand she leads as a recognized industry mogul.
Her advocacy centers on economic empowerment for women through her E3 Program and reducing stigma around intimate partner violence. Previously named Internationalist Texas 2022, she has earned multiple state and international pageant titles and serves on several nonprofit boards. She has been honored as one of the New York Journal’s 30 Women Under 30 for her contributions to psychology, women’s leadership, and global community impact.
